An applicant is a person who in his own name issues a customs declaration, a temporary storage declaration, an entry summary declaration, a summary exit declaration, a re-export declaration or a re-export notification. Also, the applicant is a person on whose behalf the application or communication is made.
The applicant must regularly be established in the customs territory of the EU. The only exceptions are the transit procedure and temporary admission.
