Wieslaw Czyzowicz

Professor, Dr, Ph.D. Organization: Warsaw School of Economics. The field of professional competencies: international and union customs policy and law, history of customs, management and modernization of customs. Professor of economics and law at the Warsaw School of  Economics, foreihn visiting professor: University of Münster (Germany), Russian Customs Academy (Russia), Ukrainian Customs Academy - today University of Finance and Customs (Ukraine), Kazakh University of Economics, Finance and International Trade (Kazakhstan), Komensky's University in Bratislava (Slovakia) etc. The author of 300 scientific works - manuals, books and articles  dedicated to the policy - theory and practice, Customs law - international, European Union and Polish, on the history of Customs and the managerial problems of Customs and relationship with business communities.Since 1995 till 1999 Wieslaw Czyzowicz has been the Head of the Commercial Division at the Consulate General of the Polish Republic in Los Angeles. Since 2006 up today  has been the President of the Consultative Council to the Minister of Finance (which he also held from 1999 until the end of 2003). Wieslaw Czyzowicz has contributed to the improvement of the Polish Customs Service to the standards of the European Union.Since 2005 he has been a member and co-founder of the program of the WCO, entitled "Partnership for Customs Research and Development (PICARD)" and International Network of Customs Universities (INCU) as well as its Board and its "World Customs Journal".

Doctor of Economics, Professor ITMO UniversityOne of the leading experts in innovation studies and preparation of specialists in international economic activities and customs administration. An idea developer, founder and Direcor of the Institute of International Business and Law ITMO University. Since 1995 to 2002 Elena Bogdanova worked in the Branch of the Russian Customs Academy named after V.B. Bobkov and in the Institute for Trade and Economy as the Head of the Statistics Chair. Elena Bogdanova is an initiator and organizer of the programs and projects significant for the foreign economic sphere of St. Petersburg. She has been awarded with the Certificate of Gratitude issued by the Head of the Russian Federal Customs Service for the creation of the new model of the professional development for the FCS employees. Elena Bogdanova is a member of St. Petersburg municipal headquarters for combating counterfeit goods. She heads the Chair of Customs and Logistics, the Chair of the Intellectual Property and Innovation Management.

Robert Ireland

 Title: Head of the World Customs Organization Research Unit

 The field of professional competences: Research and policy analysis on Customs and international trade matters    

Robert Ireland is Head of the World Customs Organization’s (WCO) Research Unit within the Office of the Secretary General in Brussels, Belgium.  From 2005 to 2009 he was an international development adviser in the WCO’s Capacity Building Directorate. Before his WCO employment, he worked as a policy analyst at US Customs and Border Protection, Office of International Affairs, where he focused on national security policies.  Prior to his US Customs employment he was a fraud investigator with the US Federal Trade Commission. He has a BA in Political Science with an emphasis on International Relations from Drew University, Madison, NJ, and an MA in Public Administration with an emphasis on Policy Analysis and Program Evaluation from George Washington University, Washington, DC.  His current research interests include counter-terrorism, carbon tariffs, tobacco control, and wildlife protection.

Gulzida Nemirova is an accredited expert in the field of Science and Technology of the Ministry of Education and Science of the Russian Federation. The work experience is 36 years. The experience of scientific work is 9 years; the pedagogical work experience is 17 years. The author of 136 scientific and 62 educational publications on customs foreign issues, economic security, social and economic development and trade of Russia. She is a scientific supervisor for postgraduate and master’s degree students. Gulzida Nemirova has foreign experience with customs service.   

Victor Makrusev

Title: Head of the Customs Management Department, Russian Customs Academy (Lyubertsy, Moscow Region, Russia).

Academic status: Dr.Sci. in Physics and Mathematics; full professor. 

The field of professional competences: customs service; administrative and management activity of the customs authorities (strategic and operations management).

The total work experience is 37 years. The experience of scientific and pedagogical work is 21 years. The author of more than 300 scientific and educational publications on the theoretical management of customs service, the institutionalization of customs administration, modelling and development of icognitive technology for managing social and economic systems. The main works include the textbooks entitled «CUSTOMS MANAGEMENT», «BASICS OF SYSTEMS ANALYSIS», and «MARKETING IN CUSTOMS SERVICES». Alexei Kostin

In 2OO4 Aleksei Kostin presented his candidate’s thesis in Economics and Management of the National Economy. Since 2009 he has been working as an Associate professor at the Customs Faculty of the Russian Customs Academy. The experience of scientific and pedagogical activity is 15 years. The author of 130 scientific and educational publications, including 90 scientific articles, 15 articles of the Higher Attestation Commission under the Ministry of Education and Science, 6 monographs, 1 textbook, 15 training manuals. Russian science citation index is 7.

A retired lieutenant-colonel of the Customs service, member of the Veterans Council, 20 years of professional experience, honored with Government awards; an independent expert providing consulting services and assistance in the settlement of arbitrage disputes related to customs and business interaction; head of the Customs Declarant School, ITMO University; scientific adviser of the Student Scientific Conference “The World Talks to Me”, ITMO University; a coordinator and scientific adviser of the II Youth Forum of the WCO PICARD Conference 2015.
